A reasonably safe environment can be provided by a land owner who takes the time and effort to make sure that their property is free of defects, who inspects their property at reasonable times, and who manages the people who are supposed to be inspecting the property. Warnings when they know there is a defect is a must. So certainly a land owner can comply with Florida law and maintain their property in a reasonably, safe manner if they choose to.
